THOLIMETTU FLN PROGRAMME:

  1. Foundational Literacy is the process that involves children’s own attempts to read, write, and develop their own meaning and purpose of literacy skills.
  2. The Key components of Foundational Literacy are: Oral Language Development, Decoding, Reading Fluency, Reading Comprehension, Writing.
  3. It is the ability to reason and apply simple numerical concepts in daily-life problem solving.
  4. The Key components of Foundational Numeracy are Pre-Number Concepts, Numbers and Operations on Numbers, Shapes and Spatial Understanding, Measurement, Data Handling.
  5. Children who fail to attain the Foundational Literacy and Numeracy skills as described above, will find it difficult to catch up with the curriculum in later classes and hence fall behind.
  6. Children are expected to ‘learn to read’ so that later they can ‘read to learn’.These skills enable children to learn more meaningfully in higher classes and acquire 21st century skills like problem-solving and critical thinking.
  7. FLN is not an independent/parallel programme.
  8. FLN is a yearlong regular classroom teaching and learning process adjusting to the current learning levels in your children and bringing them on par to the grade level.
  9. Foundational learning is aligned to the learning outcomes that are expected to achieve by the end of each grade as outlined in the textbooks.
  10. However, while you are adjusting your teaching and learning process to teach at the current level of the child, use textbook lessons/worksheets/activities of previous grades. Ex: Use preparatory lessons in language textbooks.
  11. Syllabus should not be completed mechanically. Focus on achievement of foundational outcomes, and then move to grade level outcomes. Annual Plan/Weekly Plan is designed by picking the most basic/essential learning outcomes from the previous grades that are prerequisites to understanding the grade level competencies, which is to say, all the Learning outcomes outlined in the Annual/Weekly Plans are aligned with the syllabus.
  12. Use of Teacher Handbook Suggestive Annual, Weekly, Period Plans are created with an aim to support teachers to effectively bridge the learning gaps in children. Contextualize these plans as per your context and child needs and make use of them for effective teaching and learning.
  13. Assessment Start by administering a baseline assessment to gauge the current learning level of children and adjust your teaching and learning to that level. Assess each child once every week and record their progression. At the end of the Academic year, administer an Endline assessment to gauge the improvement in learning levels of children and also with a purpose to understand what worked and what didn’t work for you as a teacher.
  14. Monitoring Teams will consist of Complex HMs at School and Complex Level;
    MEOs and FLN Nodal Officers at Mandal Level;
    DIET Faculty, Sectoral Officers/Coordinators and DEOs at District Level;
    Samagra Siksha, SCERT at State Level along with several experts at different levels.
  15. Review meetings Organising highly structured review meetings from school level to state level every month.
    School Level- On 27th of every month, Head master is supposed to organise a meeting with his/her school teachers
    Complex Level- On the day of Complex meeting , CHM is supposed to interact with all the teachers in the complex
    Mandal Level: On 28th of every month, MEO, nodal officer, Sectoral Incharge with all the HMs
    District Level: On 29th of every month (DEO along with MEOs, nodal officer, Sectoral Officers)
  16. Reporting on the schools visited Monitoring Officers will record their observations and childrens' progress in Academic Guidance Register and in the Monitoring App
